Basically, use Grail ice (preferably, keep a Galahad and a Lancelot in hand) with Batty / IT Department / Blacklist to lock the runner out of everywhere. Tech Startup finds IT Department / Blacklist / Melange as needed (or Jackson Howard in an emergency), and can also be pulled back with Interns or Crick to tutor more if needed.

I would love to be able to fit in Power Shutdown, but I just don't have the influence. Cerebral Static is there to stop Whizzard- could be swapped out for another ice, Shock, Hokusai Grid or something similar. Ronin could be strong as well.

I'm tempted to switch Hedge Funds out for Mental Health Clinics- you aren't really trying to kill the runner, just tax and lock them out- but you are a little short on turn 1 ice so being able to occasionally rez an Ashigaru is kind of handy. If I dropped Hedge I'd probably also swap Ashigaru for something cheaper like Enigma, Datapike or Bastion.
