You're going for a combo, your deck should be as small as possible. The deck seems all over the place and I feel like you'll never see the combo without Jackson howard. If you're patient and the runner is that slow, you need threats, which is why you have more astro scripts and better scoring threats (more sansans and sansanable agendas).

REALLY what you need is 3 jacksons, so I'm not sure how to do that given the layout but maybe -1 MSR -1 psycho -1 flare +3 jackson howard. This will even out bad draws and help you get your combo faster.

I also like anonmous tip in SE NBN decks...rely on Sea source to get the tag, and remove MSR and data raven and bb to find room for it.
