...is to check the top cards of R&D so you know just when to play Accelerated Diagnostics.

Rather than going all-in on the shifty Power Shutdown-based scoring combos of old (which, as I discovered the hard way, are really complicated and not all that rewarding), this version goes for the small payday that comes from a well-timed Diagnostics. The goal is to score an Efficiency Committee on the cheap, via Shipment from SanSan (which doesn't require the extra click off Diagnostics) and/or Biotic Labor. Efficiency Committee, in turn, turns into free Biotic Labors with the help of Shipment from SanSan (because putting agenda counters on a card != advancing it).

A single Power Shutdown is here for the occasional situation where comboing out for the last couple of points is worth it, and can play disrupting when necessary.

The ice mix is designed to be relatively small for an HB:ETF deck, in part because the economy is very operation-based and thus less bulky. Wraparounds and the single Swordsman are concessions to the new Eater metagame - having to pay 6 to break a Wraparound without a Fracter is really awful.
