Well, snakes. They're not the strongest, most efficient ice, but they are among the most taxing, and they tend to sap the Runner's will when they see them coiling around your servers. That's about all they can do, but it's not terrible.

Since the snakes aren't going to stop runs, the rest of the deck makes it a bad idea to keep going. Limping home with an agenda in tow is a sure way of getting Scorched and Counterstruck. Even a successful theft still opens a scoring window.

Economy is pretty straightforward: If you can score Government Contracts, you're pretty much set for the game. PADs and Private Contracts are great econ themselves, but also great cover if you want to put an Atlas out for a round unprotected.

Obviously a lot of these can simply be switched out for other, better cards, but then it wouldn't be a theme deck. Mamba is fun when it surprises the runner, and even more so if you can score the single He3 afterwards. Traffic Accident is there as a bluff for Midseasons. Self-Destruct is security for a scoring server, but still only last-ditch. Sub Boost is there to close off a server with no ETR ice on it.
