New Angeles' PreCrime Police Department wishes to stop cyber-criminals before they act, reducing the cyber-crime rate to zero. Cyber-crimes are predicted using three mutated humans, called "Precogs", who "previsualize" crimes by receiving visions of the future.

The Administration has already adopted a controversial program in order to counter cyber-crime by funding the Tennin Institute, an enigmatic division of the Jinteki Megacorp. Working under the tagline "The Secrets Within", this think tank has performed extensive research on the human brain and mind-machine interface technologies (the so-called “brain taping” technology) and/or counterespionage.

Rumors exist of clone projects that explore the potential of human psionic ability, but such claims are dismissed by serious scientists. Clones are inherently adaptable and intuitive, just like a real person, and are able to establish empathy with real humans more easily than other androids. Nisei MK II is a model of clone engineered by Jinteki, of which Caprice Nisei is a beta trial version for the NAPD. Both versions of Nisei have psionic abilities that exploit the precognitive powers of this clone model to anticipate and counteract the actions of Runners.

These projects are rumored to be conducted in a secure and remote Gagarin facility situated in Promontorium Agarum, a raised mountainous cape protruding into the southeast of a lunar mare located in Moon's Crisium basin.

The Tennin Institute has conscripted in its HQ vast human and material resources into the building of a tightly knit, highly efficient machine that combines Intrusion Countermeasures Electronics with economic, diplomatic, intelligence, political and scientific operations.

ICE include:

  • Ice Wall, a Weyland-designed barrier that is the result of Liz Campbell, VP Project Security, asking Weyland R&D for "ice as impenetrable as a wall": "It's uncertain whether someone in R&D had a warped sense of humor or just a very literal mind."

  • Crick, the most recent advance in Jinteki code gate technology based on modern genetics and DNA's structure mapping.

  • Tsurugi, double-edged swords of antiquity that patrol the online environment surrounding a server, ever vigilant for intruders, inflicting direct, painful harm. As quoted by g00ru: "It's ice so dangerous it has safety protocols. Think about that."

The Institute’s achievements are concealed, not published. Its mistakes are buried, not headlined. Its dissenters are silenced, not praised. No expenditure is questioned, no rumor is printed, no secret is revealed.

General plan:

ICE up centrals immediately. Don't let them run without punishment, gain your token! End the run, then Successful Demonstration, get the money, place the token. Crick goes on Archives, taxing ICE like Tsurugi and Eli 1.0 on R&D and HQ. Wall of Thorns is a great taxer and a nasty surprise on HQ. I suggest double icing the centrals due to DDos, Inside Job etc.

Crisium Grid goes on HQ. If you play against Anarchs consider placing it in RD's root. It great against Eater / Keyhole, Medium, Datasucker etc.

You 'll only need one scoring server. ICE it up with ETR ICE, especially Ashigaru, Lotus Field and, why not, Tsurugi. Caprice Nisei goes in... then start scoring. Against Valencia's blackmail recursion only luck can help you: rez Caprice and the odds are with you.

Ashigaru vs. Tollbooth: Tollbooth is great, but I think Ashigaru is better against a Faust dominated meta.

Assassin vs. Grim: Grim is a good taxer and a nasty surprise, but Assassin deals net damage, trashes a program and you don't get the Bad Pub. Remember no secret is revealed.

Agenda management: don't IAA, except if needed. Put down agendas early. Push agendas. Don't hesitate. This is a semi rush deck. If you have ToL and tokens on Ice Walls, install Nisei MK II, AA, ToL, score. If you score Genetic Resequencing, place another token on Nisei MK II! Imagine the runner's face! Never overadvance Braintrust, it is a filler and very thematic.

Economy: this deck swims in money. Account Siphon is not a problem. You can recover pretty quickly with Celebrity Gift and Successful Demonstration which is really an MVP.

I used this deck for casual play, nothing new here. I had and still having great time and great success with it. It's also legal for tournaments (post MWL).

I can say that this deck is a pain in my @*"ss! Always a challenge to play against it. It makes do a run just to deny the advancement token. Kudos!
