You seem like you just need to stop trying to have all your bases covered.

• If you're trying to rush, swap SSL, Hunter Seeker, and probably Preemptive for GFI.
• If you find yourself putting the runner in tag hell a lot drop fly on the wall for QPM.
• If you find yourself landing just one tag a lot, Closed Accounts is always nice.
• I personally think you need more ice, especially if you run Data Ravens in this ID. I mean, they're already considered tagged on one ice servers, are you really getting more out of making them take one to continue running?
• Surveillance Sweep does practically nothing here. Targeted Marketing might be better if you don't want Scarcity [Scarcity and Employee Strike are lose more cards and I dislike them /EndRant]

Just some ideas that come to mind immediately.

I think I would try to pick between kill or lockout/tax-out. If you go for landing Hunter Seekers + credit drain, the BOOM! and Consulting Visits could probably go to make space for another Hunter Seeker, and maybe more transactions - you've got Bryan, and he's good, but only the Hedge Funds to work with him. Or potentially Closed Accounts. More transactions would probably let you drop an NGO for something (maybe more ice, particularly smaller gear checks). More ice would be good taxing them down.

How's Surveillance Sweep been for mileage as a one of? Could maybe change this as I don't think it's the traces that make or break the deck. Same with Preemptive Action, is it primarily to recur BOOM!/UCF?

Conversely, if going for the kill package, dropping the Hunter Seekers for more money cards could help you a) get more milage out of Bryan when they have been bankrupted, and b) let you swap the SSL's to have Global Foods as your unicorn. GFI's would make baiting runs less risky on points as well, still getting value out of Exchange.

If you do switch to GFI's, and keep Preemptive, could probably go down to 1 Exchange of Info as you'll be able to recur it if they do steal a second GFI.

Aside from that I'm not sure. Could be wrong on things, but I hope that helps somewhat! At least to trigger ideas.

P.S. If you find the inf, Thimblerig could be a good include as a cheap end the run and to let you pick what's benefitting from your ID.

I appreciate the feedback folks. The 1x Surveillance Sweep was for the Nexus 419/Sunny players in my local meta but ended up being a third Scarcity (never played against Nexus so worked out for the best).

The covering-of-all-bases I agree is definitely what's letting me down. My basic idea was to go for kill so I will work toward building toward a better iteration and will update this Tuesday
