Piper Chaos Decks work by exploiting the concept of hand advantage by drawing into a lot of cards very quickly. This is usually done through a card combo consisting of "Kinka-byo" and "Mystic Piper". The Deck runs very quickly once the required cards are on the field and generally follows a long-game strategy of wearing the opponent down.

The goal is to set up your engine of getting run value (knicknack, arissana install, lilypad draw, urban art bounce) and eventually build a rig that breaks most ice for at most 3 credits, but it requires some trojan juggling. Possibly red team/saci should be eru as conduit is not the most reliable with flyswatter around. That could maybe allow for some trick shots as well.

Likely not the best deck, but very fun to play.
