Topan represents the foundational principle of Anarchs that they are happy to pay any price to achieve their goals; in this case, that means taking damage to accelerate yourself. There is a certain dichotomy in this deck in that some cards are included as 3 copies that you can only really play on of, like Verbal Plasticity, and others are only present once, like Echelon. By planning your turn properly, you can sculpt your hand in such a way that you can install the latter at a discount and use unneeded copies of the former in hand as fuel. This style is very card hungry, so getting Verbal Plasticity on the table early is very helpful, while Bling supplements this by giving us a sort of pseudo-draw. The nature of this playstyle makes it easy to empty the grip, so VRcation, especially if played off of Bling, is a good tool to refill our hand.
