"what kind of deck could I build that had all the CEOs in it?" This works pretty well, though it's very luck dependent. Usually more likely to Atlas Train with Director Haas than flatline their Hiro-shrunk hand with HHN and Traffic Accidents.

Have you considered running Glenn Station for hiding your Executives? Also, Gagarin Deep Space: Expanding the Horizon seems a good fit for this idea.
