1 Step : Get Magnum Opus, Use SMC to get it faster if u cant take it from starting hand.

2 Step (optional) : Install Dinosaurus

3 Step : Test Run + Scavenge or Retreval Run Garrotte

4 Step : The same with Mroning Star

5 Step : The same with Torch.

You cant think it is not easy and slow. Chaos Theory speed up this deck reducing card to 40. You have a lot toys to tutor even without cheating tutors. Magnum Opus can handle every deck. Have Fun and test it before comment :)

I would drop a Dinosaurus for another Clone Chip. With the prevalence of program trashing, only having one of each breaker is pretty dangerous. Since either Torch or Garrote would benefit from Dinosaurus it's not like you have to have a Dino out before you can install anything, plus you have Scavenge so if you had to you could reinstall something onto a Dino. You could then drop Retrieval Run to free up some influence, since you'd have enough program recursion from Scavenge and the three Clone chips.

At that point I'd also drop Same Old Thing - you don't really have enough events to justify it. Modded seems like a good fit here, since so many of your programs are expensive... although it doesn't really synergize with SMC/Clone Chip/Scavenge I suppose. Just my two cents!

Morning star on dino i guess? Makes it break like 90% of all barriers. Data suckers pushes you over to 6MU (if you dino MS) if you scrap them, you can remove akamatsu and add more card draw, (diesel and quality time) for an even faster deck!

if his goal is to be test run/scavenging out his breakers, then SOT makes it incredibly easier to do that, even if it takes three clicks to get out the breaker. I think that between 2x retrieval run and 2x clone chip he has enough recursion. Stimhack+clone chip might at well be a third retrieval run since it helps get things out of the heap cheaply.
