Freeze Frame

This deck is just an experiment in docking the Runner clicks combined with a typical HB Ice Fortress

Use Hourglass, Ruhr Valley and Strongbox to protect the same server where you can. If possible, hold onto Hourglass until you can drop something else behind it. If you haven't flashed Strongbox yet, the Runner probably won't know enough to break through, only to lose the opportunity to steal an agenda.

The economy can take a little to get running, but strategic placement will help. There's not a lot of agendas, so take your time, install one or two cards per turn.

I'd like to add in False Lead, but I'm not sure what to drop to make that fit nicely, unless I wanted to make it a 54 card deck.
