This is a Hayley version of the "gamble for days" shaper econ. Cheap programs, hardware, and resources take full advantage of Hayley's powers, and her power means you're never sad to draw that card you really need to be able to tutor out mid-run.
There are a lot of ways you could tweak this deck, but this seems to be a pretty good build right here, and I'm happy with it. I tried stealth Hayley when the ID first came out (along with everyone else in the world, it seems), but this build takes better advantage of her ID, imo. I think a Career Fair-based deck might also work well, though maybe that'd be better with Kate/Comet, who knows. This went 5-2 in Swiss in Cambridge regionals, though I had a rough enough start and a bad enough corp deck not to make it to elim.
Fun plays include:
"Okay, before I access, I clone chip out a Cache onto Scheherazade, then install a Medium from my grip."
"Alright, you rezzed an Enigma, so I'll pay one to install Astrolabe from Personal Workshop, then install a Clone Chip from my grip, then fire it to install ZU.13 from my heap, so I can break it."
