As one, every monitoring device on the ship reverberated, emitting a noise so primordial, so titanic, it shook Padma to her core.
Daeg hissed.

If the Corp derezzes Echo to rez Bloop, does Echo still get a power counter? Does Echo keep its power counters when it is derezzed by Bloop?

Echo does not gain a power counter, because Echo’s ability becomes inactive before rezzing Bloop is complete. The power counters already on Echo remain hosted when Echo is derezzed.

Reviews

For those who don't know, the bloop was an extremely loud sound recorded within the Pacific ocean and for years thought most likely to come from an enormous aquatic organism, hence the art depicting a netspace fish and the flavor text hinting at a kind of underwater eldritch horror.

Woooo, nice thing to know!

Besides Fairchild 3, this is probably the most effective brain-damage ice yet printed. It’s a 5-strength sentry with 3 high-impact subroutines and an effective rez cost of around $5. It does require you to commit deck slots to weaker harmonic ice though. Contrast to Anansi: $8 and you have to commit deck slots to being Jinteki.

Bloop's biggest drawback is that you have to slot a few other harmonic ice, but maybe it's not as bad as it sounds. Bloop only needs 1 other harmonic ice rezzed, which can reasonably be delivered with maybe ~4 other harmonic slots. In contrast, NEXT ice required a ton of other NEXT ice slotted and rezzed, so going NEXT jammed your deck with like 10+ slow, inefficient ice. Bloop is semi-terrifying on a single harmonic rez, it gets started much more quickly and allows you much more flexibility in which ices your deck uses and how many.

I don't really understand your complete insistence on using old terms.

This is the most impactful harmonic ice. Because of the need of derezzing an ice (which is a good thing for Echo), the effective cost of Bloop is 5, making it a rather expensive ice. But at 5 strenght and 3 subs, it is quite impactful and will cost more than most average sentries.

However, it will not stop the run and should be guarding a central rather than a remote.

Because of its derezzing effect, this ice should be in any harmonic mix of ice. But early in the game, this ice just cannot be rezzed, so having 3 copy of this ice might be too much.

The graphic of the ice seems to depict a huge fish with its mouth gaping wide to swallow the runner (it is a bit hard to see, I would have prefered if the lines where reinforced). The quote push the theme further. I do not know how the name of the ice fit into this. Good ice if you like harmonic ices.
