Combined with your ID, this means anyone who ever touches the agenda you just installed will be left with either 2 tags (so you can traffic scorch) or 1 tag and 2 damage (so you can just scorch). What agenda is it?

It's Hollywood Renovation. Now that you know it can't be touched, you can leave it installed even after you get 5 counters on it. From that point on it acts as a kind of double Mandatory Upgrades, allowing you to fast advance any 4/2 from your HQ.
