Punish the poor

Whilst you may think this is a Weyland mantra there are now some pretty good HB cards to do that.

First up the aim of this deck is to tax the hell out of the runner and then punish them for it. Scarcity of resources and Hellion Beta Test are key cards that will help take away pieces of the runner's game and make them unhappy.

Lots of taxing ice, with some standard HB FA pieces. The deck is more annoying than anything else but a bit of fun
