I'm testing this agenda list with 3x Shannon Claire in Gargarin (but hesitating toward Blue Sun). I've been able to bury Government Takeover on turn 1 or 2 and to pull it back turn 4-5 for a nasty Punitive Counterstrike.

Admittedly, a one trick pony that's not even that competitive, but the runner's face when he sees you revealing GT and laying it down is pretty priceless.
