[Start-up] Quiet Lockpicker

I think there's not too much tag punishment in Startup, so I dropped NFL, and tried to go lean and efficient on breakers, but there's probably not enough economy.

Hush didn't come into play much, but I didn't see any funhouses, so I might drop down to 2 to cover it's tech utility. Wake didn't really tie in with the speed of the deck, and might be overkill for the multi-access.

Think splashing anarch might be a better idea.
