1000 Cuts 1.0 (MWL Kevin 05/06/16)

This is a kill oriented, 2016 NAPD Most Wanted List-Compliant Jinteki deck. The goal is to ping the runner with net damage over and over, slowly wearing him down until you either score out or find a kill window. A well placed Punitive Counterstrike on a Priority Requisition steal is a four damage swing (1 for the steal from PE's ability, and three from the Operation), and with enough money you can kill with 1 or 2 Neural EMPs.
