[Startup] Yet Another PD - 1st Austin Circuit Opener

This is a slightly tweaked version of cableCarnage's Startup rush PD -- I wanted to play the new Hákarl 1.0 so I put 2 in; I figured skewing the ice suite to be sentry-heavy might tax revolvers/bukhgalter.

Also, I thought the de-rez ability on Hákarl might allow me to double-draw from Spin Doctor and/or re-load credits on Niko campaigns, so I droped one Fully Operations for another Niko which was almost certainly a mistake.

In the end the changes made very little difference and PD rush just did what it does.
