This is my current deck and a bit of a pet project. The release of Consulting Visit vastly increases this decks consistency, and longevity.
The Combo: Power Shutdown you deck into archives, Jackson back some combination of Midseason Replacements, BOOM!, Scorched Earth. Accelerated Diagnostics to play those cards.
Card Choices:
Government Takeover: The Idea is to have as few agendas as possible, and there isn't a better agenda in the game for that. Also, it allows for play in which you trap your opponent. Having a Punitive Counterstrike or Consulting Visit in hand you can try to score this, and if they steal it -you kill them. If you do play this card however, you have to be excepting that you live and die by it, i.e. there will be games it wins you and games it loses for you.
Hades & Utopia Fragment, and The Cleaners: Generic 3 points really, but with some up side. The alternative is GTx1, Vanity Projectx3, and Utopia Fragment. You have to drop the Brainstorm, and is a fine option. But I prefer this configuration.
Jackson Howard: Jackson is Jackson, but with the added element of combo'ing off.
Accelerated Diagnostics: 1 of the 3 cards in the combo. Not necessary to win each game, but having a combo element in your deck means you will sometimes be able to win out of nowhere or when far behind.
BOOM!: One of two ways to kill your opponent. Can be used with or without the combo. A needed new tool to punch through Plascrete.
Consulting Visit: The single most important card in the deck. If you have Power Shutdown it acts as a Accelerated Diagnostics and Vise Versa. If you have BOOM! it can find Midseason Replacements to end the game. If they scored 2 3 pointers, or Government Takeover it can search for Punitive Counterstrike to close the game. Or if you just need some money it can do that too. I don't think this deck can function without this card.
Hard-Hitting News: 1 out of 2 ways to tag the runner. Sometimes this plus a kill/tutor card will end the game.
Midseason Replacements: 1 out of 2 ways to tag the runner. This is the primary way to win with the combo. But is also very good on its own.
Oversight AI: A very good economy card in Blue Sun. Also, helps protect against certain strategies like Blackmail and runner combo decks.
Paywall Implementation: A counter to a certain pesky Pink Cat. Also, will net a fair amount of credits throughout the game.

Subliminal Messaging: At its core a simple reoccurring money card. With the added bonus it has with the combo. If you set up the combo with this as one of the cards, you gain a click to potential play one of the kill cards that might be stuck in your hand.
ICE: Pretty standard ice for Blue Sun. Curtain wall and Orion coupled with Oversight AI to make money. Hive being a real pain to get through as we have no intention of scoring agendas. Enigma and Meru Mati are good cheap ICE for the early game. Brainstorm for those reckless runners. and Mother Goddess to hose runners without an AI breaker.
