A deck based on ice as much as you can, keep a sandburg somewhere and trash the programs from the opponent, to at least, slow him down.

Cut your 10 least impactful cards and remove 3-4 agenda points for a better chance to draw your most impactful cards.

I need as many transactions as possible and I want to slow the pace of the game. I also want to dilute as much as possible the agendas. There is no "impactful" card here. It works by having 3 Blockchains with 12 subs.

The game will end (hopefully) before you draw even 49 cards. If transactions and blockchains are in your gameplan then those are your more impactful cards. Draw more of them by drawing less other stuff. You could accomplish this by slimming your agendas down and removing advanceable ICE and operations like Mass Comm and Red Planet Couriers.
