This deck is centered around taxing the runner's grip and using a constant flat-line threat to slow the runner while agendas are scored. Using Jinteki: Personal Evolution means that the runner must always have a card in hand to score an agenda, which combos well with Komainu. A great first turn play is Komainu, agenda, Hedge Fund. If they run, they will lose their hand and then have to jack out because a stolen agenda would end the game. If they don't run, you can quickly score the agenda. This combination is so mean that you'll find that once they know you can do this they might not run, allowing you to bluff with another ICE.

Neural EMP and Punitive Counterstrike raise the threshold for a safe run for the runner; e.g. if you have Punitive Counterstrike in hand, they must have at least 4 cards in hand between running and the end of the turn to safely steal The Future Perfect. Fetal AI is even tougher to steal. Cerebral Cast can lead to Scorched Earth unless they are willing to take a brain damage, which would make the flat-line threat greater.

The ICE in the deck is mainly economical, taxing type ice that will cost the runner even if they have the right icebreaker. Sure, they can pay clicks or credits to get through, but do they have enough cards to survive Fetal AI or Project Junebug backed up with kill cards on the following Corp turn?

Like other Jinteki decks, this deck is very strong against criminal or basically any fast runner deck with a poor late game. Shock! and Snare! with all of the damage cards shut down decks that need to hit central servers hard. The deck does lose some strength in the late game because it does not have any recurring economy. These were removed from earlier versions because they were easy targets for the runner with no hard-ETR ICE.

Here (below) is a very early version of a deck I've been keeping very close to my chest because I had anticipated taking it to a regionals. I've played this a lot of times and it has performed very well once I made one of the key changes you've discovered, neural EMP. It does a lot of work in this type of braining to win deck. Typically I'll stick 2-3 brain damage just from cerebral because I'll show a hand with 2 scorched in it using gift. It's essentially brain damage on demand! My current version runs 3 EMPs and 3 scorches with a host of other pain cards. Using the ID and other sources of damage you can eliminate an entire runner's stack through damage and draw, draw, run, discard discard due to brain damage. The ID's ability can also snipe a levy or the last levy in a runner's deck, and without a deck they eventually die. The real downside to this tactic is just how long the game takes, and as such, I've abandoned this for now for competitive play.

You've also moved to smaller ice, which I've done some of as well, since that many tsurugis and komainus was just too much. I really recommend at least 1 tori hanzo, she is a 500% increase in betterness with HoK and she works with hokusai grid, which I also recommend. Not just the 1 damage, but it's tax is fairly great too (4 and they most likely will have little choice in not trashing it). This should allow for faster wins, which is what I experienced when I swapped to lower str, lower cost ice. Without much ado:
