This is a great start! I'd suggest dropping a Firmware Updates to bring your agenda density down. You generally want it to be as unlikely as possible for the runner to steal an agenda. You could go up to 49 cards for the same reason.
If you find you don't like having the Government Takeover, 2 High-Risk Investments are probably a good switch.
With all the advancing abilities you have (Matrix Analyzer, Firmware Updates, Builder), I think you have room for more advanceable ice! I'd try out a combination of Orion, Wormhole, and maybe Nebula (only one Orion though, because it's unique!). They even make good Priority Requisition targets if you're not advancing them. 17 ice is a good number, so you'd drop some of the others. I think Checkpoint is the best candidate to drop because the Bap Publicity really turns off the benefit of your ID.
PAD Campaign is fabulous in Gagarin; add another. You might need to add in Beanstalk Royalties or Adonis Campaign for more economy if you feel like you're poor in the games when PADs don't show up early.
Once people get used to playing against tagging ice, they stop running last click so they can clear any tags they hit. At that point, it will be very hard for you to land Scorched Earth or Closed Accounts. You can either add in a pair of SEA Source (dropping a Biotic Labor) so you can tag them on your turn, or you can drop all the tag punishment cards altogether.
