Purely theoretical deck that I can't wait to try.
There are a few ideas at play here:
My guess is you are going to have to hand over an agenda here and there to open scoring windows for yourself, especially since there are no real surprises in the deck. This deck revolves around messing with runner's math, rather than tricking them into a trap.
Ash should help you score Wotan or the first EC. I imagine once you get either of those two out it should be easier to open up scoring windows.
Potential Weaknesses:

Oh you're totally right. For some reason I had it in my head that clicking through wasn't "breaking". Oh well, means there is room for some cool other ice. |

Chum into a bioroid will encourage click throughs, not discourage them. They will let your boosted chum fire, then break the following bioroid with clicks. Heinlein Grid is a possible way to punish clicking through. I've tried in the past to get Heinlein Grid to work in tandem with Haas-Bioroid: Stronger Together with mixed results. The idea was to make it expensive to break using an icebreaker, and super expensive to break with clicks. But maybe taking a page from your book and using IT Department, that idea could make a comeback. |

As a matter of principle, why would Chum discourage clicking through? If they were going to click through, there is 0 penalty to just ignoring the Chum, letting it fire and clicking through anyway.
