Is the Runner flatlined if they install the last card in grip?

No. If the Runner has 1 card in their grip and installs it, Housekeeping has no effect and does not prevent the install. Only forced trashing through damage can result in a flatline.

It might not be straight up the 'best' current we've seen so far, but if it isn't, then it is darn close! The three influence makes it a harder splash than Enhanced Login Protocol in those heavily taxing decks. But against Noise or Big Rig Kate, this is going to be much more taxing than the HB superstar. If the runner is installing a card every turn (which the runner in this metagame is likely to do), then this costs them an extra click every turn...

All of the click compressing resources (Professional Contacts) in the world won't relieve the pressure this card can put on the runner - how much worse are the cheap constructive pieces of hardware and software that runners install without even thinking about if they each cost an extra click?

You can ignore the pseudo 'net damage' this card deals... but at a certain point you run out of cards, and that's when the corp will find you and burn your house down.

Ermahgerd, this in chronos protocol.....might just be worth the hefty 3 influence. You drop this early....damn....the pressure on the runner......off the charts. —
It isn't actually net damage that is dealt so Chronos Protocol's ID ability doesn't fire... —
But possibly with Chronos project? Even more cards removed from the game —

Let me say that as a shaper player, I hate to see this card. It's not just the click losses. It's having to drop cards you want in order to play the cards you need. This card is very good against anyone playing a lot of installed cards, and is always useful, because every runner has more installed cards than even just their breakers.

In a Employee Strike and Faust-dominated world, this card just got even better. —

The card that will force Runners to have currents in their decks, if only to get rid of this card quicker...

Possibly not as OP as it seems at first sight, but I really hope it has some nice art ... since I suspect I'll have to be looking at it from across the table more times than I'd like to.

This card goes beyond 'synergy' for the Weyland Scorch strategy: forcing the runner to refresh their hand more often than normal, it both helps keep their Grip smaller AND force them to loose clicks in replenishing... BoNkErS

This card is great in a Government Takeover Weyland deck. Extremely low agenda density means this card stays around for a long time. If found in your start hand it tax the runner significantly, giving you plenty of time to grow your pool and glacier up.

Great both as Butcher-shop and Vegan as it will stress out the runner.

Housekeeping also has a place in Cybernetics Division, if you're ballsy enough to spend 6 influence for two copies. When the runner has to go from four cards to two, it forces them to draw back up before attempting to run, letting you fire off some traps a bit easier. —
