Based on an idea from Reddit: http://www.reddit.com/r/Netrunner/comments/2za150/deckskeleton1turngovernment_takeover/ - and already done here (http://netrunnerdb.com/en/decklist/17556/gt-for-3-creds). (Maybe more decks exist than that one - but I didn't make a deliberate search.
This one has a couple more dodgy assets for the runner to waste time and money on - namely triple PAD and a Private Contracts. Gagarin chosen for this reason as well - you want to fatigue the runner out to the point of them not wanting to run your remotes - so you can get your double Jackson out. Whilst taking the money from these can happen - it's not necessary at all.
I'm also opting for only 2 Hostiles - in order to reduce density further. With only 7 agendas in the deck - RnD should be relatively safe - with exception of course to only the scummiest of luckouts. And even then - we have Punitive for that.
ICE is cheap and taxing. Rainbow is dodgy - but in theory the game shouldn't last too long - ever - so that's in your favor.
Get as many DBSs out as soon as possible - getting GT to the bottom of the deck is critical. HQ is where at least one Hive should go - you actually don't want them getting there - because your good stuff is probably there.
Mulligan for a little cash, and at least 1 ICE. Jacksons are good - but not required.
