While SYNC Rerouting is active, can the Runner choose to take a tag rather than pay credits and then avoid the tag?
Yes. SYNC Rerouting does not create a cost to initiate the run, so its effects can be prevented or avoided normally. Furthermore, when an ability directs that a player "must" resolve one of two effects, they are required to choose an effect they could potentially resolve, but this potential does not take into account interrupts that could apply after the choice is made.

This is one of the better lockdown. It gives a choice to the runner, but both are difficult. Take a tag, lose a click and 3 creds (if used with Sync, otherwise 2 cred), or pay 4 creds.
The first will cost the runner some tempo and the second will prevent the runner from getting that Bellona.
It compares well NAPD Cordon. NAPD Cordon will cost more to the runner, but will protect only agendas. SYNC Rerouting protect all the servers. This could buy you a turn. If your corp strategy has a lot of drip economy, getting a turn where the runner will not run is pretty good.
Otherwise, there is synergy to use this with Keegan Lane, Drone Screen, Henry Philips and Quantum Predictive Model. It also pairs well with "Acme" ices like IP Block, Data Ward and Pachinko. Good also with Hydra.
This is a great exemple of what a lockdown should be (I'm looking at you, Hyoubu Precog Manifold).
