[Frankfurt30] The Palana Code

Part of a 30 deck collection for casual play (see https://boardgamegeek.com/thread/2224342/).

With no economy apart from the ID itself and Encrypted Portals, it's good that this deck can run on fumes. Of course, somewhere in the maze of nuisance value code gates, a DNA Tracker might be hiding. With the lack of recursion in the runner decks, hitting a Decoder with net damage is going to feel very good indeed.
