For 2 and one influence, this card turns you into a poor man's Whizzard: Master Gamer. The pressure this card exherts can slow down the corp's asset placement dramatically. Jackson Howard, Adonis Campaign, and so many others become much easier to eliminate, perhaps forcing down ICE that the Corp would rather use on central servers.

Additionally, while probably overkill when used with Whizzard: Master Gamer, it can keep the trash creds flowing if you are accessing multiple cards in the HQ or R&D.

While a very weak card against most decks, it can defend against early game runs at no cost. It also has zero influence, so it can help your early game in any deck. Combine it with an Inazuma in front for a great laugh. Just don't ever use one against Quetzal.

It's not that terrible against Quetzal. Drop it behind an ice wall as a zero cost way to force a fracter install, or in front to eat up her ability for a turn to protect a high-value agenda. —

This card can be a key component of a Haas economy. You can pull an Adonis or Eve Campaign back into your hand just before the credits run out to continue using them for another round of credits! Another strategy I like to use is to use it as a poor man's Blue Sun. If the runner has the suite to break through your ice on a server, pull them back into your hand to reset and attempt to halt them. The most important uses for this card are to keep your opponent guessing and to refresh your economy. With the installation power of core Haas, you will not be hurting for money as long as you have this.

TL:DR it has excellent synergy with Adonis and Eve Campaigns, Alix T4LB07, and HB: Engineering the future, keeps your opponent guessing, and gives you flexibility.
