Install Bazaar and Replicator to get out all or the rest of your Spy Camera's and lightly lock R&D by checking the top card every turn or so. Later move into Woman in the Red Dress. With Woman on the table you can check R&D for free and if they draw you can check the next card with spy camera. In effect you lock R&D without having to run. If they draw an agenda you can legwork in and nab it.
