I realised there didn't seem to be any Loup decks featuring Obelus. Loup as your friendly neighbourhood union advocate is probably on a few watch lists, so what better a deck archetype for him? His small deck size lets you get set up faster as well, with a combination of cards for drawing and making money and bin breakers to support Mars, because God of War is actually miserarable for actual breaking.

Severnius Stim Implant allows you to ditch your bin breakers, despite a huge hand size, and even get a few extra accesses whilst doing it. With Acacia in order to make purging unpleasant, or make a lot of money for you if the corp makes the decision.

Loup is a good guy, he wants to give the corp a chance to answer his demands, hence the addition of Peace in Our Time. If an agreement can't be reached, it's time to try to Counter Surveillance for 10+ cards and Severnius for all the cards in HQ in the same turn. If that doesn't win, use the other Counter Surveillance.
