Threat Assessment has always been on the cusp of being a good card. It is very much a playable card but unfortunately the availability of more consistent options means it ends up not making the deckslots in most decks. With Better Citizen Program as your ID however, the cost of re-installing an icebreaker comes at the additional cost of having to deal with a tag which makes it much better, maybe even better than Oppo Research.......maybe.
