OK, so I traded our the Breakers for something a bit more permanent and with a bit more teeth, though I worry about garrote's cost.

Yep that's one of the problems with Garrote also Blackguard is expensive too. Your choice is to either go for cheaper and less efficient cards or put more econ in the deck.
You could hybrid it and go for 3x Faerie for 2 Femme Fatale's and 1 Garrote this will at least buy you time and allow you to threaten servers.
It's all up to you, tho i would suggest sticking a couple of Kati Jones or something like in the deck for long term econ.
