Why Windows ME? Because the primary Runner thought is "I can't believe I spent money on that." Also because your goal is to build totally unwieldy nonsense servers with too many upgrades that never should have been made.
Standard Spark opening: rez ads to keep the Runner's money low, install things in servers, you don't even care if they get trashed or not because either way it's helping you in the credit race. Build a scoring server by stacking Mumbad Virtual Tours and Product Placements. Maybe stick a few Pop-Up Windows (ME) in front.
Put an agenda in the server. Brazenly advance it if it's NAPD or Exploder. Watch with glee as the Runner accesses upgrade after upgrade, each one tipping the credit balance more and more in your favor. SEA/Midseasons-Scorch-you-know-the-drill. If they don't run at all, score normally. If the Runner cares too much about centrals, put your upgrades there instead. It's not super important, as long as you're draining creds.
3 Scorch, 3 SEA, 2 Midseasons may seem like overkill, but you want them in your hand for when your kill windows (ME) open up. SEA Sources can be used in early cred-advantage windows (ME) to snipe pesky resources or throw an early Scorch to set back momentum. Single-advanced Breaking News can be great bait in your scoring server for creating win-win scenarios.
Much love to @forktines for also playing with the idea. Major differences from that deck include NAPD instead of Astro and SEA Source instead of 24/7 News Cycle. Either way is good. Runner econ hate hate hate.

I don't know that Midseason Replacements fits in particularly well, especially if you already have SEA Source and relativly little tag punishment apart form Resistor and Scorched Earth. It seems to me that you could cut this in favor of 2 more upgrades/assets of the advertisement type which would help you achieve the massively bulky servers goal.
