Fast and simple. This sweet little blue deck is easy to maneuver and will not take you long to finish the game.
Update : typo in making the deck, there should be only 2 Subliminal Messaging, not 3.
With 40 cards, the consistency is good. Jinja City Grid will let you gain a good amount of tempo, saving you creds and clicks.
You gain further creds and draw with Rashida Jaheem and Violet Level Clearance.
The runner need 4 agendas to win, you'll need 3 (usually), because of Global Food Initiative.
Since the game will not get past turn 14, usually, Hagen work well. Turing is only for the remote server or if you really need to stop an AI breaker on a central server. Also, since it often does not let the runner time to build up a big amount of creds, Ash 2X3ZB9CY does a great job at protecting a server.
Surveyor is just like always, very good. But the synergy with Formicary is really fun. Put Formicary on archive, protecting nothing. But as soon as the runner goes on a server protected by Surveyor, pop it at the last moment, often throwing the runner math completely. On top of it, on the next run, Surveyor will be even stronger!
There is a lot of creds here. 6 agendas, all assets and operations, for a total of 21 cards that will give you creds. This is half the deck!
There is no special trick in this deck, aside from Jinja City Grid (if you count it as a trick). You score behind ice, this is netrunner 101.

The mistake comes from changing Subliminal Messaging for the Salvaged Memories version. And yes, it was only for the deck size. It does help a bit in forcing the runner to use more their card or lose more of them when drawing. The best is all the gain in draw and creds you get from HB card pool. Violet Level Clearance really is phenomenal, when you have one or two Jinja City Grid rezzed. The gain in tempo is huge. You'll score pretty fast with this deck. It's amazing how you picked the ID solely for the card limit, not using the ability at all and even add mass draw (3 or 4 cards each draw batch!) to a deck with HQ size 4.
What would you cut for 40 cards, though? 3rd Subliminal?
