Respect the Heinlein. If you can't pay, don't play.

I don't quite understand how you want to utilize Heinlein, your only way to make the runner lose clicks is troll and enigma. And a scored False Lead. Is it really worth it?

I feel like this deck could work even better out of Making News with a lot of the same pieces and Viper. The trace boost is pretty great for this kind of idea.

@Wolfknight Yeah. Both of them are cheap to rez in the early game. Troll is defacto ETR on a Heinlein scoring server due to Gagarin's identity, as they can't access anything with an empty credit pool. The False Lead would ideally be spent draining the credits and clicks of a runner who is attempting to grab a Government Contracts or Utopia Fragment and get it scored out.

Lycan, Negotiator, and Will-o'-the-Wisp are there to ensure that the mid-game is extended as long as possible. The downside to this deck is that there's no really large hefty ice to survive into the late game, so you need to destroy a fracter and decoder at some point.

@skydivingninja I didn't even see that Viper was only 1 influence! I might subtract the Pop-up and one RSVP from this deck and toss in a handful of Vipers.

I think that Heinlein works slightly better in Gagarin than Making News due to the access cost. I've seen a lot of runners stack 9-12 credits on Kati Jones to burst on a run; not only would Heinlein keep my agendas safe but it would also sink all of their time spent on Kati and severely mess up their tempo. In the case of losing 9-12 credits, that might be just enough time to score a second agenda (at least, an NAPD) beyond the first protected one.
