So, the idea here is to leverage Itinerant Protesters and Investigative Journalism into shrinking the corp hand size, forcing them to either discard agendas or install them before they're ready. Blackmail is for the occasional run on a remote, or R&D after Woman in the Red Dress shows an agenda. Activist Support and the Qianju are for if they get rid of bad publicity before you can start stacking it up with Investigative Journalism. Same Old Thing is for recurring the Protesters, or Deja Vu so you can keep using Investigative Journalism.

The goal isn't just to scry off the top of R&D; it's to force flooding agendas into the reduced-size HQ. If the Woman shows an agenda, then ideally it forces them to either draw it into a hand that doesn't have room for it, or leave it on top where I can Blackmail in to get it. I'm tempted to drop the Djinn in favor of MemStrips in the first place; I don't want to have to wait to install viruses until I get a Djinn. I definitely need at least 1 more Vigil; I just haven't figured out what to replace with it. I'm thinking about dumping 1x Woman, the Levy, and one each of my breakers to add in a set of backup Shaper breakers; that'll make room for a second Vigil, and take care of if I can't build Datasucker tokens. An interesting start. Here are a few thoughts:
With nothing but fixed-strength sentry/code gate breakers, you're shafted if they drop an ETR code gate on central servers as you can no longer rack up datasucker tokens. Alternatively, if the corp wipes virus counters you're toast.
I assume your ideal board state is 1x of each breaker, 1 knight and 2 djinn hosting 3 viruses apiece, which means 5 MU. That will prevent you from having your parasites active too, as they can't be hosted on Djinn. You'll need additional support - maybe some MemStrips or one of the neutral memory hardware.
If you're relying on the card draw and the memory from Vigil, especially with a 50 card deck, you need more than one copy of Vigil in order to draw it in a timely fashion.
Woman in the Red Dress support is interesting, but if the corp runs Daily Business Show you're gonna be in trouble as they can just return the top card to the bottom of their deck. Sure, you could combo with Eden Fragment but that's once every game at best. If you'd really like to scry off the top of R&D, why not use Deep Thought and save 2 influence + be able to tutor it with Djinn?
