Snoop is all-star ICE in this deck: it lets you know what to expect from the runner in the near future every time they encounter it. And if you're lucky enough to get a power counter on it, it serves as on-demand damage whenever you're ready to hit them with a Snare, Shock, Neural EMP or Punitive Counterstrike.
