After I should have lost to @kysra's TagMeWhiz deck at Regionals, I have been playing around with various Counter Surveillance builds, and this is my favorite one so far.

I haven't lost with it yet. Sure, it's jnet casual, but still!

Playing Reina tends to confuse the corp, and though Whiz is arguably the better Moons matchup (though if you're running and trashing a lot you probably aren't drawing and building toward your big dig as fast), Reina can slow the corp's money game down enough to give you an edge.

Here's how you play this deck: facecheck ice. Get money. Draw into your GoW and Siphons. Play them. Get tons of tags. Mid game you Mars for Martians click 1, click 2 Dean Lister or play a breaker or get more money, click 3 play Surveillance, click 4 run with Surveillance and dig so deep you either win or nearly win and draw so much from Obelus that you win the following turn.

I play 2 Plascretes because I don't like getting killed with a deck that can have a hand size of 20 but sometimes you die before you get that hand size of 20.

Seems awesome. Why 3 different AI breakers?

Because God of War isn't really a breaker 80% of the time. It's too expensive to use, so it's a tag-generator, emergency breaker for late game. Faust is only good when you are loaded up with cards. Eater is to get those early Siphons. I would run 2 Faust and no Eater if influence were not an issue, but it is!
