Priority Requisition = Global Food Initiative (Netural 5/3 Agenda, 1 inf - worth 1 less point in the Runner's score area) (So yes - that's why it's 13 inf - because the other 2 are spent on the agenda.)

I've always been really hesitant to run 5/3s in a deck like this - because of the RnD pressure you are always under. You've got the NEXT, sure, but it's generally busted up pretty consistently. You've got Prepaid Kate just smashing it with that RDI and Maker's Eye - and suddenly they win from 4 points because of that blasted 5/3 YOU were going to win with! Global Food Initiative is the filthy...disgusting answer to that.

The idea is that you win in 3 agendas - the runner still wins in 4. With only 9 agendas in the deck now - your chances of getting randomly screwed by your deck decrease. Now also without the alt-win condition of Efficiency Committee / Shipment From SanSan - more deck slots for a bit more Biotic, a bit more ICE...and a just a bit more cash as well. (A 3rd Eve is something I've always wanted to add.)

I'm pretty sure if this archetype was stupid before - it's even more stupid now.
