Biotic Couriers- RPC Gov Takeover Post Rotation Build

A post rotation modification for my previous RPC deck, Hasty Couriers. Largely it remains the same, but the notable changes go as follows.

Agendas

Cleaners-> Graft no functional difference, just the next best 5/3.

Operations Hasty/Accel-> Biotic Labor. Accel is rotating, so Biotic Labor is the best way to cheat out RPC without having to neveradvance. Also means you only need 3 cards rather than 4.

Restructure-> Mass Comm. Mass Comm is OP in BoN. at a measly 2 cards you have Hedge Fund value. Probably the best moneymaker in the game right now.

+1 Shipment From Kaguya gets you some efficiency when it comes to advancing.

+2 Preemptive Action-> One of 2 Jackson Howard Replacements. Cycle combo pieces that get trashed or Dedication Ceremony or Mass Comm.

Assets +2 Anson Rose I've been warming up to Anson lately. If you put him under an ICE early enough, the runner won't be able to keep up with the advancements. A 15 strength Fire Wall is a scary thing indeed. Much Asset hate is rotating as well, so at 4 cost Anson might no even be considered a threat.

Jackson Howard-> Whampoa Reclaimation. The other, slightly inferior Jackson Replacement. Use it to put Grafts on the bottom. I'm actually liking Whampoa because you can get multiple uses out of it if you protect it. I think it's pretty neat.

ICE-No changes

Upgrades +1 CVS because Clot. -2 Bryan Stinson might be okay here because your only transaction is a Hedge Fund (besides MassComm) Possibly spend those slots on +1 CVS, +1 ICE/Housekeeping.

Overall I think this is shaping up to be an optimum post rotation build in a world with 3/2s and Defensive Upgrades.
