This deck is focused around gaining an economic edge over the runner via taxing ICE, taxing assets and burst economy. It's ok if they come in and steal agendas, even an AstroScript Pilot Program; just focus on getting more money than them.
Once you're up by about 10 credits, start baiting out agendas (preferably NAPD Contract for the tax or Breaking News for the low agenda point, but don't be afraid to throw a naked Astro out there either) and then hit them with a Midseason Replacements next turn, ideally with a Hedge Fund or Sweeps Week before hand to increase the credit difference. If they opt to go tagme and hold onto their money, it's always fun to slam down a Closed Accounts as your last click to make them wish their paid into the trace.
Once they're swimming with tags, the race is on to fast advance the rest of your agendas out using Psychographics. If you have enough money, you should be able to use Project Beale for the remaining points, however many that might be. An alternative win condition, should it present its self, is Scorched Earth -> Archived Memories -> Scorched Earth. Since there's only 1 scorch in the deck it's less likely the runner has seen it. Most people throw away their Plascretes against me and this is one way to punish them for it. If they do install the armor, just chuck the scorch; you only spent 4 influence on it anyway and the rest of the deck is still powerful.
If the runner looks like they're preparing for you and are amassing a huge economy, use SanSan City Grid instead to start putting pressure on them to run and trash your remotes, lowering their credit pool and slowing down their tempo. Additionally, if you have scored a AstroScript, you can score out a Breaking News followed by a Closed Accounts to reset them, if their economy isn't recurable.
Any opinion on the PAD Campaigns? One thing I could see swapping them for is Restructure which would help more with the Midseason Replacements play, but at the same time being able to play out remotes to make the runner waste time checking them (or get punished by one of them being an AstroScript Pilot Program) is a great way to tax the runner while you prepare your game.
