Probably a bad idea, but Window of Opportunity and Wari seem made for each other!
Yes, it does bounce a card back into HQ when Mr. Cambridge is looking for accesses, but it also makes protecting HQ and keeping him out expensive.
Emergency Shutdown and “Baklan” Bochkin also help with providing Wari targets.
While the rest of the cards feel good with Mr. Cambridge for econ, draw, and multi-access.
It needs tuning, but it offers some fun lines. Any advice would be very welcome.
Thanks.

Free steve value is already pretty big, wake and docklands make it impossible to just give |

I think it probably needs +1 Hermes and +1 Mutual Favor, and probably more card draw. I'm tempted to drop “Baklan” Bochkin and the Daily Casts for the Hermes and Mutul Favour, plus +2 The Class Act. |

I haven't tested it, but it looks fun! If the Corp gives up on HQ, we might want to punish them for it. Maybe with a Diversion of Funds?
