The premise is simple: the runner has to find 3 of only 8 real agendas in a whopping pile of 59. While they waste time hunting for needles in haystacks, we assemble twin tower doom servers with AT install discounts, and leisurely score any of the 14 Corp agendas (usually with La Costa, rather than advancing it ourselves like a sucker).
The text on False Flag is a red herring; we're not actively trying to stick tags (though Mindscaping provides a credible deterrent against floating them). It's mostly just 3 points which we're allowed to have, and which the Runner isn't. And once they see the first Flag (or Splicer), the psychological deterrent against running the remote is massive; no one wants to pay through three big ICE and an upgrade, only to be rewarded with a tag and 0 points. And once they're hesitant to run remotes, we can start slow-rolling real agendas: #youwont. Just make sure to protect centrals; an easy piloting mistake is to focus too much on protecting remotes that the Runner has already given up on.
The key to this deck is patience; our late-game is absolutely insane. In a 49 list, ICE can get spread thin thanks to AT's efficient installs, while agendas pile up in hand. The 59 gives us not just minimum agenda density, but also lets us run a staggering 21 ICE, ensuring not only AT triggers, but Tatu targets. Draw draw draw in the early game, with Rashida, Spin, Mindscaping or just basic actions. We have lots of tools to shuffle back agendas to deal with flood (note the synergy of using Mindscaping to put an agenda on top, and then shuffling it away with Reset or a pre-rezzed Spindo)
The deck's biggest weakness is Turbine, which makes our ICE far less punishing to run. The fact that I never found an answer to it is why I didn't bring this deck to Worlds (though it turned out that Reg Crim was the deck to beat, so maybe I should have).

Have you considered Kakerenbo (maybe over Genotyping?) seems like if there was ever a list that could use it really well it might be this one.
