What are your ideal Priority Requisition targets? NEXT Gold or Heimdall 1.0? Have you considered Janus 1.0 or Heimdall 2.0 or, alternatively, Project Wotan? Janus might seem antisynergistic with Valley Grid, since it's hard to break all 4 subs, but since those subs are all brain damage (aka permanent hand size reduction) it's actually pretty well matched. And are you sure you want 3x Fenris? I suppose you don't mind bad publicity that badly since the Valley Grid kill relies on them successfully breaking subroutines.

That said, nice deck. I love hand-size restriction and Punitive Counterstrike as a combo.

I think Next will work really well in here, ETF provides the econ to support it that Cybernetics Division could not. Might want to put in something to deal with ice destruction.
