The problem is that the effect is tied to a 3/1, which means building a deck around it is hard. However, I think this deck is fun enough to publish. It won't win at worlds anytime soon, but I was never all about that anyway.
Basic strategy is to make stealing an agenda as painful as having one scored. Underway Renovation mills key pieces and the ID can make stealing a bad idea in and of itself, but we also have Blacklist and Chronos Project to kill recursion, Corporate Town to wipe out resources, and Team Sponsorship to keep the party rolling if they trash stuff. And there's always Scorched Earth or Punitive Counterstrike if you can't score out.
Ice needs little explanation. Archer is as nasty as ever, and Swordsman wrecks AIs. I think Excalibur is interesting, but ultimately a flex spot. Same with Veterans Program, although that is great against Val.

Weaknesses: Noise milling, Film Critics, bypassing, and a somewhat fragile economy with no drip.
