Always go for 49 cards. It makes it harder for the Runner to find agendas in a 49 deck while keeping the same agenda density.
Why Flare? Tapestry is awesome with Seidr. I'm assuming you have a limited cardpool. It would help if you tell us what packs you have.
Accelerated Beta Test, Biotic Labor and recursion like Jackson Howard are staples for a reason. Biotic Labor helps you fast advance ABT. Jackson saves you agendas discarded by ABT ability, plus agenda flood.
To take advantage of Seidr ability you want operations, cards that are easily played and discarded, or cards that are trashed pretty frequently by the Runner, like protective upgrades like Caprice Nisei and Ash 2X3ZB9CY.
Why no IPO?
Another option for Seidr is playing tag punishment. It's already taxing clicks, but if the Runner tries to get around that by running last click you can prepare surprises in the form of K. P. Lynn, Ghost Branch, Snare! and Data Raven. Plus Closed Accounts and Best Defense. And people always forget that Heinlein Grid and Troll are a thing.
