Quicksand instead of Resistor might be a controversial choice, but a hard ETR is more important than 3 when you are trying to score out (rather than land the kill). Also, having half your ICE suite turned off by sucks.
Magnet is a tech choice to protect against ICE destruction - which is a big risk in a deck with only 12 pieces of ICE. Rainbow also helps protect against cutlery.
Anarch's win condition is either Medium or Keyhole, so you're going to be pretty tempted to ICE up R&D - and you do need to ICE R&D, but ICE HQ first.
Tag me Anarch is a thing, being Account Siphon'd sucks, and there's no way to tell what game Whizzard or Val is playing until they either drop Grimoire or Obelus.
Another thing worth mentioning - stack ICE of the same type to deal with cutlery. Tollbooth behind an unrezzed Magent is super strong against both Spooned and Parasite, and Quicksand behind Wraparound is okay against Knifed. Rainbow works okay in both of these situations (hence the include).
Rebirth into Omar isn't so bad. Kim, on the other hand, will rek you.
Shaper is the only matchup where you want to build a decent scoring server - Tollbooth + multiple Data Raven is what you're looking for (lots of on encounter effects that cost the Runner clicks and credits).
Feed agendas (Astro, GFI, QPM - even BN if they clot threat) from R&D straight into this scoring remote, and force the Runner to run - rather than letting them build their rig. They will steal some of your agendas. Try and trick them into stealing GFI. If they don't steal it, I guess score it. Either way, seems bad for the runner.
If they do run, hit the runner with Hard Hitting News and watch them squirm for a few turns while you either keep feeding agendas into your scoring remote, credit up for the Biotic-Astro play, or simply tag punish with EoI, Closed Accounts, or SYNC flip.
Scoring as many of the 2/1 agendas as early as possible is important - 24/7 news coverage into EoI is your primary way of dealing with the inevitable shaper lockout (if the game goes on too long). CVS + Biotic + BN into EoI is another option, if you can keep the CVS on the table. Double Biotic to install CVS + BN into EoI can work also :-D
Mix ICE in front of R&D, probably don't bother protecting HQ - all agendas should go straight into the scoring remote. Magnet is kinda pointless.
Leela is diffcult. Andy rebirth into Leela isn't much easier. Vanilla Andy isn't so bad.
For Mulligan, you are either looking for a Sweeps/Hedge + HHN combo, or a first turn score of BN (because no one is going to Siphon SYNC for a 3 click 3 credit swing).
ICE placement against Leela is pretty hectic. Throw it down and rez it if you get the chance - even if they inside job.
ICE all 3 centrals. Temujin demands respect, and Leela will encourage you to hold the agendas in HQ - so sneakdoor can be a real threat.
In conclusion, there is no shame in scoring 3 x BN, 1 x 15 Minutes, and 3 x QPM from tagged access.
It's not as fancy as the Biotic-Astro into BN EoI for GFI play, but the more 2/1 agendas you score, the more the runner is forced into making bad decisions.
