Heavy modification of my earlier Gagarin decks. Government Takeover was costing me a shocking number of games...

Otherwise: pretty standard. Make money through expensive-to-trash assets, make the runner broke, make 'em vulnerable to BOOM!. Utopia Fragment+NAPD Contract makes even stealing extremely hard. 6c to nab 2 points?! That's a shitty deal.
