This is one of my set of Startup Starters. These aren't meta-defining decks, but the should be solid enough to win games, and give you a shell you can use to start deckbuilding. You can find the others here.
This deck is trying to find a way to leverage the crazy amount of econ BtL can generate. Between Hedge Fund, Government Subsidy, Predictive Planogram, Hostile Takeover, and Oaktown Renovation you hopefully shouldn't be struggling for economy. You generally want to go fast as possible, and Wall to Wall helps draw you cards while powering up your ICE. Don't spend too much time advancing your ice, because your deck is a bit flimsy late. But in exchange you have a lot of threats, with your 2/1s, plethora of end the run effects, and SanSan City Grid to help you score your 3/2s. Also Archer is very hard to handle in Startup, so it is your really good late game ICE.
When you go to start deckbuilding you could go a lot of ways. The agenda suite is a bit wonky (one 5/3 can lead to some weird losses), so potentially you could play around with that. Another approach would be to try and lean into some rig-shooting with Corporate Troubleshooter, Public Trail, and Retribution. Another option would be to build up more ICE and assets that could be advanced and try and use your marginal value to get an edge, though it may not keep up with late game runners.
